Not every lunch box will have a legendary item (yellow glowing item), and not every legendary is a dweller. Lunchboxes earned/purchased AFTER 8/13/15 patch, have the same to chance to generate as any legendary dweller.

So the lunchboxes from before 8/13/15 have ZERO chance of generating a Mr. The contents of a lunchbox are determined when you unlock them, NOT when you open them.
